Welcome to the first edition of our monthly digest on AHK Ukraine’s advocacy activities. It will keep you up to date on our policy positions, dialogue with public institutions, and upcoming events.

Advocacy Highlights

AHK Ukraine ranks among Ukraine’s most active registered lobbyists. According to the Anti-Corruption Agency’s statistics for the first half of 2026, we are among the: 

  • Top 10 by number of contacts with the government and
  • Top 6 by range of laws and regulations addressed

 

We are not only doing lobbying ourselves but help our members to learn to do it. We held a GR Fireplace Gathering with Taras Shevchenko, a renowned lobbyist and long-time Head of GR for Eastern Europe and Central Asia at GLOVO. Most attendees were CEOs of AHK companies who gained insights into how GR functions are structured and operate at international companies.

Our Summer Party was popular not only amongst AHK members. It was attended by high-level officials: German Ambassador Heiko Thoms; Business Ombudsman Anka Feldhusen; Chairman of the Anti-Corruption Agency Viktor Pavlushchyk; Chairman of the Anti-Monopoly Committee Pavlo Kyrylenko; Deputy Chairman of the Parliamentary Economic Committee Olexiy Movchan; CEO of the Export Credit Agency Ruslan Hashev; Deputy Directors of the IP Office Liubov Maidanyk and Mykola Pototskiy, along with representatives of the State Property Fund, Ministry of Finance, Ministry of Defence, and more.

 

We are happy to offer our members these rare opportunities to meet high-level stakeholders in an informal setting.

Finally, we took our advocacy to Lviv as well. We presented there our joint survey with KPMG Deutschland – the German-Ukrainian Business Outlook 2026. Such surveys are an important instrument in communication with the government. We had Halyna Vasylchenko, a tax committee MP, and Andriy Pavliv, the Head of the Lviv Investment and Projects office, among the panellists discussing the survey.

Government Meetings

German companies can make a valuable contribution to restoring Ukraine’s cultural heritage through their expertise in craftsmanship, engineering and conservation. AHK Ukraine and the Ministry of Culture aim to strengthen this cooperation. Reiner Perau therefore signed a Memorandum of Understanding with Tetyana Berezhna, Deputy Prime Minister for Humanitarian Policy of Ukraine and Minister of Culture.

We took part in the session of the working group dedicated to lobbying regulation. The discussion covered taxation regimes for lobbyists as well as the establishment of a trade union. We supported the streamlined approach to taxation that avoids imposing additional rules and burdens on businesses.

Together with the NBU, we hosted a webinar for our member companies on economic trends and monetary policy. The webinar was led by Volodymyr Lepushynskyi, Deputy Governor of the National Bank of Ukraine.

Together with Berlin Economics, we arranged an event on electric municipal transport. A key participant was Maryna Denysiuk, deputy minister for development. We advocate for better regulation of electric municipal transport that benefits citizens as well as a wide range of Ukrainian and German businesses.
