Dear friends of Ukraine,
In Kyiv, it wasn’t just politicians who welcomed the news from Brussels with relief. The fact that EU countries were able to release €90 billion sends a strong signal to the aggressor. Ukraine now has ample funds once again to defend itself. The fresh funds, combined with military successes, are likely to give the russians pause for thought and increase their willingness to negotiate. For even in Moscow, people are beginning to realise that the ‘window of opportunity’ for a military victory in Ukraine has closed.
Ukraine is making progress on various fronts, one of which is the further development of industrial capacity. At an event at the AHK to mark the visit of State Minister for Foreign Affairs Florian Hahn, we heard about further ‘Build with Ukraine’ projects. This year, Ukrainian companies are once again significantly expanding their production – particularly in Germany. This enables them to create larger production units and safeguard production against russian attacks.
Mixed signals, however, came from Washington following the International Monetary Fund’s Spring Meetings. The Ukrainians succeeded in persuading the IMF to tone down its reform demands. At the same time, the IMF lowered its growth forecast for the current year. The harsh winter, coupled with russian attacks on energy infrastructure, is taking its toll.
