Dear friends of Ukraine,
the newly established central procurement agency for reconstruction has published its first calls for tenders. Simple procedures and bundled tenders are important to ensure that large projects are implemented more quickly and that international companies are interested in the tenders. We met with the deputy head of the supervisory agency last week and were already able to make suggestions for improvement. In any case, the direction is already right.
An interesting idea is coming out of Kharkiv these days. Concepts are being developed there for an underground industrial park, which is to be built starting in early 2026. Ukraine's second-largest city, located near the front line, wants to use the park to make itself more resilient to constant Russian attacks. Anyone in Germany who believes that Russia is a threat to us should also be interested in underground industrial parks. Like Ukraine, the West needs not only more air defence, but also specially protected production facilities.
Another political topic this week was the shadow economy. The International Monetary Fund has called for steps to curb it, which was music to the ears of Daniil Hetmantsev, chairman of the Rada's tax committee, at least. Hetmantsev believes that almost half of the economy is outside the rules.
We also believe that the shadow economy is a huge problem for Ukraine. It is a facet of corruption. And international investors want legal certainty, undistorted competition and accounting records.
