September 15 ‒ 19, 2025
Dear friends of Ukraine,
the Ukrainian government has submitted the 2026 national budget to parliament for approval. Important for businesses: Over USD 1 billion has been earmarked for low-interest loans and investment promotion, with a further USD 1.11 billion for public investment projects. New is that, for the first time, revenue from combating the shadow economy is included in the budget.
The Ukrainian national budget is not only preparing for next year: ahead of EU accession negotiations, there are discussions about how Ukraine will calculate and collect its contributions to the EU budget in future. The Ukrainian National Bank is already opening an account for the contribution payments. Ukraine aims to complete the screening process, which examines the compatibility of Ukrainian law with EU law, by the end of September. This means that the start of the actual negotiations is only a few steps away.
In addition to the major political issues, the country itself is busy with very concrete preparations: the coming winter. Ukraine's gas reserves are above last year's level. In addition, the Ukrainian energy industry is expanding its storage capacities. Our member DTEK has invested EUR 125 million in the country's largest battery storage to date. The frequency stabilisation systems have a capacity of 200 MW / 400 MWh – enough to supply a small town with electricity for several hours.
Kind regards
